Italian-French Translation in Belgium: Italian Diaspora, Civil Status & Estates

Italians historically form the second largest foreign community in Belgium, with a presence dating back to the 1950s. The Italian Diaspora in Belgium: A Long Administrative History

Italian immigration to Belgium began on a large scale in the 1950s with bilateral agreements on mining labour. The first generations settled mainly in Wallonia (Liège, Charleroi, Mons) and in Brussels. Today, their descendants, often dual nationals, navigate between two administrative systems: they have Italian civil status records (birth certificates of their parents or grandparents registered with Italian town halls), inheritance rights in Italy, and Italian diplomas to have recognised in Belgium.

Italy maintains a special register of Italians living abroad: the AIRE (Anagrafe degli Italiani Residenti all'Estero). Every Italian citizen residing in Belgium should normally register there via the competent Italian consulate. Documents requested by the consulate and Italian town halls in this context - proof of residence, Belgian civil status records - often need to be translated into Italian.

Italian Civil Status Records: What Belgian Authorities Request

The Italian birth certificate (atto di nascita) is the most frequently translated document. It is requested by Belgian municipalities for naturalisation procedures, by Belgian courts for successions, and by Belgian universities for diploma equivalence. The Italian birth certificate can be obtained from the municipality (Comune) of the place of birth; those registered with the AIRE can also request it via the consulate.

The civil status extract (estratto di stato civile) is more comprehensive than the birth certificate and includes marginal notes (marriages, divorces, acknowledgements of paternity). It is requested for Belgian naturalisation procedures and by Belgian notaries in international succession files.

The Italian criminal record (certificato penale del casellario giudiziale)is required for certain naturalisation procedures in Belgium and for access to certain regulated professions. It is issued by the central Casellario giudiziale (Rome) or by local courts.

Recognition of Italian Diplomas by the FWB and NARIC

Italian diplomas - from the Diploma di maturità (equivalent to the baccalauréat) to the Dottorato di ricerca (doctorate) - can be recognised in Belgium via NARIC-ENIC of the Fédération Wallonie-Bruxelles for the French-speaking part, or via equivalences.be for both communities. The procedure requires a certified translation of the diploma (titolo di studio) and the transcripts (piano degli studi / trascrizione degli esami).

For regulated professions (doctor, lawyer, architect, engineer), recognition is managed by the competent Belgian professional orders, which have their own translation and additional documentation requirements.
